au contraire sometimes it means someone who is staggering drunk so in nautical terms it could be sails that are lose and flapping in the wind that cause the vessel to lose speed and control. Like a staggering drunk

...but what is the sheet? A rope. Particularly, one attached to the bottom corner of the sail.
